Corn, wheat, soy tofu, and paper are the biodegradable cat litter bases sold on U.S. maker pages in 2026. This page is a spec comparison of those four fibers.
Our research team analyzed current maker pages and one federal disposal rule. The numbers below come from those pages.
The Four-Fiber Rule we used
A formula entered this article only if three things were true. It is sold in the United States in 2026. The maker names corn, wheat, soy tofu, or paper as the primary fiber.
The same page also had to publish a numeric spec. We accepted bag weight, fill depth, or a dust percentage. Clay, silica crystal, walnut, grass, and pine-only pellets did not make that cut.
Scented line extensions of the same base stayed out. We kept one SKU per fiber family, plus Sustainably Yours Mixed-Grain. That blend lists corn and cassava only.
We skipped storefronts that offered lifestyle copy and no numbers. A dust adjective without a percentage did not count. The exception was a maker that stated “no airborne dust.”
What biodegradable means in the box
Biodegradable litter is plant matter that can break down after use. It is not a permit to dump clumps in a garden. It is not a promise that a toilet will take every scoop.
World’s Best Cat Litter says Comfort Care is made from whole-kernel corn grown in the U.S. sWheat Scoop lists Original as “Nothing but wheat.” tuft + paw lists soybean fiber first in Really Great Cat Litter Charcoal.
Healthy Pet says ökocat Dust Free paper pellets use reclaimed, clean white paper fiber. Those four bases can rot. Sodium bentonite clay and silica crystal cannot.
If a bag leads with clay or crystal, it is not a biodegradable pick here. “Flushable” is a separate claim. Three makers on this page still print it.
The U.S. EPA still lists cat litter among items you should never flush. We treat those two statements as a conflict, not as a tie.
Corn, wheat, tofu, and paper in practice
Corn granules are the closest plant stand-in for clay scoop litter. World’s Best Cat Litter tells households to keep Comfort Care at 2–3 inches. The same page lists 8, 15, 28, and 32 lb bags.
That Comfort Care page also says an 8 lb bag lasts one cat 38+ days. World’s Best Cat Litter calls the formula 99% dust-free. It tells you to scoop clumps daily.
Wheat is the deeper bed. sWheat Scoop tells you to fill the box with 4 inches of Original. Scoop twice daily.
That is one to two inches more than the corn and paper makers ask for. The company bases its absorbency copy on one healthy 8 lb cat. sWheat Scoop claims Original is 99.5% dust-free.
Tofu pellets trade sand-like feel for shape. tuft + paw sells Really Great Cat Litter Charcoal in a 9.25 lb bag. The company says that bag is 58% lighter than clay.
It lasts about a month for one cat. Some homes reach 40 days. The same page says the pellets are 99% dust-free and triple-screened.
Unopened bags are best used within 24 months of the printed production date. After opening, tuft + paw asks you to use the litter within 3–6 months. Charcoal ingredients are soybean fiber, calcium carbonate, corn starch, pea fiber, and activated carbon.
Paper pellets are the dust-avoidance pick. They are not the scoop-clump pick. Healthy Pet sells ökocat Dust Free Non-Clumping Paper Pellet in 8.0 lb and 11.7 lb bags.
The instructions say to fill 2–3 inches. Scoop solids daily. Replace the litter weekly.
The same page says regular scooping can stretch a fill to 7 weeks. The pellets have no inks, dyes, or scents. They do not clump.
Sustainably Yours Mixed-Grain sits next to Comfort Care as the other corn product. The maker’s FAQ says to keep at least 3 inches in the box. It also says one 13 lb bag lasts about one month per cat.
The company no longer recommends flushing any litter. The other three plant brands still print flushable copy.
Specs the makers actually publish
These attributes come from the current product or FAQ pages named above. A blank means the maker did not publish that number on the page we read.

The useful gap is fill depth, not marketing tone. Wheat asks for 4 inches. Corn and paper ask for 2–3 inches.
Tofu pellets have no published fill number on the tuft + paw page we read. Duration claims also do not line up across the four fibers.
Flushing, trash, and septic rules
World’s Best Cat Litter, sWheat Scoop, and tuft + paw still describe plant clumps as flushable. Sustainably Yours walked that claim back. The company now tells households to use the trash.
The U.S. EPA is clearer than any bag. Its septic-care page says you should never flush cat litter. The same page says a household septic system should be inspected at least every three years.
Tanks are typically pumped every three to five years. If you are on a septic tank, treat “flushable” plant litter as a maker claim. It is not federal guidance.
Put scooped waste in a bag in the household trash. That is the conservative read of the EPA list. sWheat Scoop also prints California’s AB 2485 note on its Original page.
That note says not to flush cat litter. It also says not to put feces in gutters or storm drains. The same block warns that cat feces can transmit parasites that cause toxoplasmosis.
Scoop daily even if you never flush. World’s Best Cat Litter asks for daily scooping and a 2–3 inch bed. sWheat Scoop asks for twice-daily scooping.
Paper needs solids off the top every day. Then do a weekly dump. Do not compost used feces in a home food pile.
Healthy Pet says ökocat paper is biodegradable and compostable. It then warns against putting used feces clumps in a compost bin. Plant fiber is not the same as garden-safe waste.
Match the fiber to the box you already own

Tofu pellets need a scoop with wide slots. Fine clay scoops will jam. tuft + paw says most self-cleaning boxes are built for fine clay.

Paper pellets also fail most automatic rakes. Healthy Pet says it only recommends a manual sifting machine. It does not recommend an automatic one.
Deep wheat needs a tall pan. Four inches of sWheat Scoop in a shallow tray will get kicked out. Large cats make that worse.
Use a litter box for large cats if you run a 4-inch wheat bed. The same oversized box helps if you keep two pans in one room. World’s Best Cat Litter still wants one box per cat.
Place each box away from food and water. The fiber only works if the cat can stand in it.
Switching fibers without losing the box
Do not dump clay and pour plant fiber in one night if the cat is picky. Mix on a schedule the maker already published.
World’s Best Cat Litter says to start with one-third Comfort Care. Then use two-thirds. Then use a full box.
Keep 2–3 inches the whole time. Scoop clumps daily so the mix does not turn to paste.
sWheat Scoop’s published method is a 4-inch wheat bed once you are on wheat only. Blend the first box if the cat resists a sudden swap. Do not leave the bed shallower than that 4-inch instruction.
Sustainably Yours says to start with 2 inches of its litter and 1 inch of the old brand. Let the cat mix the layers. Refill to the 3-inch minimum after each few days.
ökocat paper wants a clean, empty box at each step. Half paper and half old litter to a 2–3 inch total comes first. Then use more paper and less of the old litter.
Finish with a full paper bed. tuft + paw does not publish a numbered mix on the Charcoal page we read. If you are leaving clay, empty the box.
Pellets and granules sift poorly together. tuft + paw says to reseal opened tofu and store it cool, dark, and dry. That 3–6 month window is humidity-sensitive.
sWheat Scoop says to keep unused wheat in a sealed bag in a cool, dry place. Plant fiber can attract insects if a bag sits open in a damp room.

Is biodegradable cat litter the same as flushable litter?
No. Biodegradable means the plant fiber can break down. Flushable is a separate plumbing claim.
World’s Best Cat Litter, sWheat Scoop, and tuft + paw still print flushable language. The U.S. EPA still says never flush cat litter. Use the trash if you are on a septic tank or your city bans it.
Which biodegradable litter clumps like clay?
Corn and wheat are the scoop-alike options on this page. World’s Best Cat Litter Comfort Care and sWheat Scoop Original both clump. Sustainably Yours Mixed-Grain also clumps.

How much litter should I pour in the box?
Follow the maker’s depth. Do not use a generic “three inches” habit. World’s Best Cat Litter and ökocat ask for 2–3 inches.
Sustainably Yours asks for at least 3 inches. sWheat Scoop asks for 4 inches. tuft + paw does not list a fill depth on the Charcoal page.
Does tofu litter work in an automatic box?
Often it does not. tuft + paw says most automatic boxes are designed for fine clay. Those machines have not caught up to pellets.
Healthy Pet also steers ökocat users away from automatic machines. Granular corn is the plant type more likely to pass a rake. Even that match is box-specific.
How long does a bag last?
World’s Best Cat Litter claims 38+ days from an 8 lb Comfort Care bag for one cat. tuft + paw claims about 30 days, sometimes 40, from 9.25 lb. Sustainably Yours claims about one month from 13 lb.
ökocat paper is a weekly full change. Scooping can stretch a fill toward the 7-week note. Your cat’s volume will move those numbers.
Can I compost used biodegradable litter?
Unused plant fiber can go in some municipal organics streams if your city allows it. Used feces should not go in a home food compost. Healthy Pet says not to put used feces clumps in a compost bin.
Bag used waste for the trash. Use a city pet-waste program only if one exists. Do not guess.
Why does wheat need a deeper bed than corn?
