The beef is cooked to a published food-safety temperature. It is sold as lean, extra-lean, or a complete cooked commercial recipe. It is served as a measured mixer, topper, or complete commercial meal.
Raw patties fail the rule. So do taco leftovers and onion gravy.
Homemade all-beef bowls fail it too. Those are not complete diets.
Our research team compared published specs from four current products. We lined them against USDA Food Safety and Inspection Service rules. We also used FDA raw-pet-food counts and AAFCO label language.
We did not rank the four products. We did not split them by price. We did not invent feeding trials we did not run.
What lean cooked ground beef actually contains
Grocery lean beef is muscle meat. It is not a complete dog diet.
Laura’s Lean lists 140 calories in a 4-ounce (112-gram) serving of 96% Lean 4% Fat Ground Beef. That serving also lists 4.5 grams of fat and 23 grams of protein. The same maker page lists 75 milligrams of sodium and 0 grams of carbohydrate.
That panel is a people-food label. It is not an AAFCO nutritional adequacy statement.
AAFCO says a complete food contains all required nutrients. A balanced food keeps those nutrients in the correct ratios. Grocery ground beef has no added calcium and no dog life-stage table.
JustFoodForDogs Beef & Russet Potato is a different object. Ground beef leads a mix of potatoes, vegetables, liver, and a nutrient blend. The guaranteed analysis is 8.5% minimum protein, 7.0% minimum fat, and 75% maximum moisture.
JustFoodForDogs lists 44 kcal per ounce and 792 kcal per 18-ounce pack. The company says AAFCO feeding trials support complete adult-maintenance nutrition. It also says the recipe is not for growing puppies.
Pedigree Chopped Ground Dinner Adult Wet Dog Food Can, Beef is a slow-cooked wet food. Pedigree lists 8.0% minimum protein, 6.0% minimum fat, and 78.0% maximum moisture. Calorie content is 1,119 kcal ME/kg and 420 kcal per can.
Freshpet Homestyle Creations Beef, Chicken & Turkey is a refrigerated cooked recipe. Freshpet lists 16% minimum protein, 8% minimum fat, and 65% maximum moisture.
Calorie content is 1,970 kcal/kg and 223 kcal per cup. Freshpet says it meets AAFCO adult-maintenance profiles.
Those four items share cooked beef. They do not share the same job in the bowl.

Why raw and fatty packs fail the same question
The query is “can dogs have ground beef.” Raw and fatty packs are still ground beef. They are not the same food.
USDA FSIS says grinding mixes surface bacteria through the meat. The safe minimum internal temperature is 160°F on a food thermometer. Color is not a safety test.
USDA FSIS also sets a fat cap. Hamburger and ground beef may contain a maximum of 30% fat. A pack labeled 80% lean / 20% fat is 20% fat by weight.
Laura’s Lean explains the two-number label as percent lean over percent fat. Its extra-lean pack is 4% fat.
Our research team compared those label definitions. A 100-gram portion of 20% fat meat carries 20 grams of fat. Laura’s Lean lists 4.5 grams of fat in 112 grams.
The World Small Animal Veterinary Association lists lean cooked beef at 64 calories per ounce (28 grams). Fatty drippings raise that load.
Dogs with a pancreatitis history need a clinic plan. This desk does not write one.
Raw meat is a separate hazard. The FDA Center for Veterinary Medicine screened more than 1,000 pet-food samples from October 2010 through July 2012.
In the raw subset, 15 of 196 samples were positive for Salmonella. Thirty-two of 196 were positive for Listeria monocytogenes.
Our research team divided those FDA counts. That is 7.7% Salmonella and 16.3% Listeria in the raw arm. Dry dog food in the same study had 1 Salmonella positive in 120 samples.
The ASPCA lists raw or undercooked meat as a food to avoid. Salmonella and E. coli are the named bacteria on that page.
USDA FSIS tells people not to eat or taste raw ground beef. The same 160°F bar applies when the eater is a dog.
How to cook, drain, and portion it
Buy lean or extra-lean meat. Cook it plain, then drain the fat. Cool it and weigh the extra.
USDA FSIS says to store raw ground beef at 40°F or below. Use it within 2 days, or freeze it.
Quality holds best for about 4 months frozen. Laura’s Lean repeats the 40°F storage point and the 160°F endpoint.
Do not leave raw meat out more than 2 hours. USDA FSIS shortens that to 1 hour at 90°F and above.
Crumble the meat in a dry skillet, or boil it. Drain well, then pat it dry. Do not add salt, onion, garlic, or taco packets.
The ASPCA lists onion, garlic, and chives as Allium plants that can damage red blood cells. The same page flags excessive salt.
Laura’s Lean cooking tips mention olive oil and caramelized onions for people. Do not copy that card for a dog.
USDA FSIS leftover guidance is 3 to 4 days after prompt chilling. Reheat cooked leftovers to 165°F.
Pedigree says to refrigerate an opened can up to 3 days. JustFoodForDogs lists 18 months frozen and 5 days after opening.
Portion is the third word in the title for a reason. WSAVA says treats should always make up less than 10% of daily calories. That guide counts home-prepared people food as a treat.
Work one example from published numbers. If the daily budget is 1,000 calories, the WSAVA extra cap is under 100 calories.
That is about 1.6 ounces of lean cooked beef at 64 calories per ounce. It is about 2.3 ounces of JustFoodForDogs Beef & Russet Potato at 44 kcal per ounce.
A full 13.2-ounce Pedigree beef can is listed at 420 calories. That can is a meal or a large mixer. Pedigree’s 13.2-ounce guide is 1/3 to 2/3 can daily per 10 pounds of adult dog.

Seasoned leftovers and kitchen handling
The hazard is not only the meat. It is the juice, the board, and the bowl.
USDA FSIS says to wash hands with soap for at least 20 seconds. Wash before and after you handle ground beef. The agency’s sanitizing mix is 1 tablespoon of unscented bleach per gallon of water.
The FDA raw-pet-food page uses a stronger mix for raw product. That mix is 1 tablespoon of bleach to 1 quart of water.
Do not rinse raw meat in the sink. Bacteria splash.
Keep raw packs in a bag in the cart. Keep them off ready-to-eat food. USDA FSIS warns that juices spread pathogens to cooked food.

Do not feed leftover cheeseburgers or taco meat. Cheese, bun, onion, and salt sit outside the Cooked-Lean-Portion Rule. The ASPCA also lists chocolate, grapes, xylitol, and alcohol on its avoid list.
Bones are not a topping. The ASPCA warns that ingested bones can injure or obstruct the gut.
Grocery mixer versus a complete beef recipe
Use grocery lean beef as a measured extra. Use a complete cooked recipe when beef should be the meal.
AAFCO says treats and supplements are not complete feeds. Labels may say “snack” or “treat.”
Grocery beef has none of those pet-food phrases. It still behaves like a supplement on kibble.
JustFoodForDogs, Freshpet, and Pedigree each claim a complete adult diet on the pages we compared. That claim is why they can replace a meal. Grocery 96% lean beef cannot.
If you want beef flavor without a homemade diet, pick one complete cooked recipe. Follow its feeding table.
Pedigree lists 13.20-ounce and 22-ounce adult cans. Freshpet lists 1-pound and 2-pound bags. JustFoodForDogs lists an 18-ounce frozen pack.
Do not stack a full complete meal and a large grocery extra. The WSAVA 10% cap still applies to the extra.
Puppies need growth nutrition, not a meat-only bowl. JustFoodForDogs states its beef recipe is not for growing puppies.
